Looking for a Jail Scene

I’m currently working on a documentary which will re-create with actors the beginning story of how six addicts got into drugs.

My question to you is, we have to do a scene in a jail, but I’ve heard that it’s pretty difficult to get a permit to shoot there because of security issues.
